The "Research within Priority Sectors" helps  reducing the economic and social disparities in the European Economic Area and  strengthening of bilateral relations through increased cooperation in the research area between  scientific communities  in Romania, Norway, Iceland and Liechtenstein, as well as fostering long-term cooperation through building  partnerships between the research entities.


The program has the following specific objectives:


- Increasing  the knowledge - based research and development activities in Romania by enhancing research cooperation between Romania and the donor states;  cooperation is based on partnerships between research entities from donor states and Romania with the role of coordinator of the latter;


- Generating benefits on several levels: Program Operator, project promoters, project partners and researchers, including post-doctoral candidates, doctoral and graduate (master's level);


- Getting research results (including scientific publications and patent applications filed) and increasing the number of PhD students.
The Ministry of National Education has been designated as the Program Operator in Appendix A to the Memorandum of Understanding between the Government of Romania and the donor governments on the implementation of the EEA Financial Mechanism 2009 - 2014 and according to art. 21 of Law no. 246/17 July 2013.


The Program Operator cooperates during preparation and implementation of the program with two Program Partners: Research Council of Norway (http://www.forskningsradet.no/en) and the Icelandic Centre for Research (http://rannis.is/english/).


The total budget of the program is 23,529.412 euro, of which 20 million euro (85% of total) are provided by the Financial Mechanism and the difference of 3,529.412 euro (15% of total) is the co-funding provided through the state budget allocated to the "fundamental research and development research" domain. The program costs, less the preparation costs are eligible from the date of program approval of 5 August 2013 until 30 April 2017.


From this budget, 21,681.063 euro is allocated for carrying on joint research projects. Projects, whose grant is being awarded from both funding sources can have the minimum value of 500,000 euro and the maximum of 1,500,000 euro, are being selected on a competitive basis. The joint research projects to be carried on in collaboration with at least one partner (research organization or SME) from Norway or Iceland or Liechtenstein will have a lifetime of maximum 3 years.
 

The Program aims to stimulate research cooperation between Romania and the donor states. Implementation of the "Research within Priority Sectors" Program will have benefits on multiple levels, for the Program Operator as well as Project Promoters, project partners and also other direct or indirect beneficiaries of the projects funded activities.

 

The expected outcomes of the funding provided by the  EEA grants are specific to the research activities such as scientific publications and patent applications filed. Also, within the research projects the participation of PhD students and post-doc researchers   and also the involvement of SMEs in innovative activities are encouraged.

 

This Program is  also expected to strengthen the skills of Program Operator,  Project Promoters and other project partners  and at the same time to stimulate long-term collaboration and sustainable partnerships between research organizations and SMEs from Romania and donor states.
