The applicable legal framework for the Program includes the following documents:

-  Order of Minister of European Affairs no. 265/04.04.2012 for publishing the Memorandum of Understanding between Iceland, Liechtenstein, Norway and the Romanian Government on the implementation of the EEA Financial Mechanism 2009-2014,


-  Protocol 38b to the EEA Agreement on the European Economic Area Financial Mechanism 2009-2014,


-   Regulation on the implementation of the European Economic Area Financial Mechanism 2009-2014, adopted by the Financial Mechanism Committee in accordance with Article 8.8 of Protocol 38b to the EEA Agreement of 13 January 2011 and confirmed by the Standing Committee of the EFTA States on January 18, 2011,


-   Law no. 246/17 July 2013 endorsing the  Government Decision no. 88/2012 on the institutional framework for the coordination, implementation and management of financial assistance granted to Romania by the European Economic Area Financial Mechanism and the Norwegian Financial Mechanism for the programming period 2009-2014,


- Law no. 242/17 July 2013 endorsing the Government Decision no. 23/2013 on the financial management of non-refundable external grants related to the European Economic Area Financial Mechanism 2009-2014 and the Norwegian Financial Mechanism 2009-2014,


-  Government Decision no. 185/2013 on the organization and functioning of the Ministry of National Education, with subsequent amendments and additions,


- Government Decree no. 62/1999 on the establishment of the Executive Unit for Financing Higher Education and University Scientific Research, approved with amendments by Law no. 150/2000 and Government Emergency Decree 74/2010,


- Order of Minister of Education, Research, Youth and Sports no. 4864/16.08.2011 on the approval of Regulation for the organization and functioning,  jobs list and organizational chart of the Executive Unit for Financing Higher Education, Research, Development and Innovation (UEFISCDI),


- Program Agreement between the  Financial Mechanism Committee established by Iceland, Liechtenstein and Norway and the Ministry of European Funds to finance the Program "Research within Priority Sectors",


-  Program Implementation Agreement between the Ministry of European Funds and the Ministry of National Education for the implementation of the Program “Research within Priority Sectors”,


- Delegation Agreement on the implementation of the EEA Financial Mechanism 2009-2014, Program “Research within Priority Sectors” between the National Authority for Scientific Research (ANCS) and the Executive Unit for Financing Higher Education, Research, Development and Innovation (UEFISCDI) with subsequent amendments and additions,


- Government Decree no. 66/2011 on preventing, identification and enforcement of irregularities occurred in the procurement and use of European funds and/or national public funds related to these,


- Government Decision no. 518/1995 on certain rights and obligations of the Romanian staff sent abroad to carry on temporary missions) with subsequent amendments and additions,


- Government  Decree no. 34/2006 regarding the award of public procurement contracts, concession contracts for public works and concession contracts for services, approved with amendments by Law no. 337/2006, as amended and supplemented;


- Government Decree no. 925/2006 for the approval of the implementing rules for the provisions related to the award of public procurement contracts from the Government Decree no. 34/2006


 - Government Decision no.1660/2006 for the approval of the implementing rules of the provisions concerning the award of public procurement contracts by electronic means from the Government Decree no.34/2006,


- Order of the Minister of European Funds no. 1120 of 15 October 2013 on the approval of the simplified procedure applied by the private beneficiaries under projects financed from structural instruments, "Convergence" objective and projects financed by the EEA and Norwegian Financial Mechanisms for awarding contracts of supply, works or services,


- Other instructions / information / guidelines/check-lists issued by institutions involved in the implementation of the EEA Financial Mechanism
- Any guides and guidelines adopted by the Financial Mechanism Committee,


- Any other orders issued by the Ministry of Finance and/or the Ministry of European Funds.
